70% Tax on the Super Rich

With our massive and unaccountable military spending budget being around 60% of the discretionary budget, perhaps a justification of a 70% tax increase on the extreme wealthy could be viewed with the analogy of a poor person with a pocket purse of change should need much less military protection for their personal possessions as opposed to an extremely wealthy persons assets. If that 70% tax increase were tied to the military budget the wealthy would lobby and scrutinize wasteful military spending more closely.
