Even if this half assed fantasy plan were implemented and the decision to elect the president was thrown into the House of Representatives, Trump would almost certainly still win. If the House decides each state gets one vote period and a simple majority wins. Current over 30 of the 50 state delegations are Republican, he would only need 26 or them.

The Senate then elects the Vice President, one Senator, one vote. Republicans control there too.
