I’m not trying to make a statement about Brexit being good or bad, I’m saying something about the incentives facing various people who campaigned for leaving.

You might be right that they were supported by having facts on their side (I don’t agree, but I can see it’s possible). It doesn’t change the logic that it was one could benefit from campaigning for Leave, even if you had strong doubts about its benefits, or if you just hadn’t really thought about it.
