As you say, academics are always going to want to publish in the big name journals with which they are familiar.

I think the escape mechanism might be pre-print sites. Arxiv has been very successful in physics, and SocArxiv might do the same for social sciences. Once these can confer reputation academics might place less emphasis on existing journals.
