I get what you’re saying and I agree to an extent. However, some people will take value from the course and not complete it. Just like many only read portions of a book and move on. It doesn’t mean the course or book is a “failure” per se.

When someone says “all sales final” for a course (or any product really) I think that is a bit more telling that they don’t stand behind their product.
