In the U.S., technically, we can choose to have healthcare or not. A citizen here can forego to participate in the Affordable Care Act (Obamacare) tho they will end up paying an annual IRS fine for not doing so (called a mandate). Before the ACA healthcare insurance was optional. However, unlike the Middle East and Southeast Asia, Americans do have a value of life. We’ll do just about anything to protect it.
