Unfortunately, the government in Mexico is so ineffective that the cartels also build schools. It’s problematic, to say the least.

There’s also problems in the US, because we still have this “war on drugs” that ruins peoples’ lives. In the 90s, I had the misfortune to hear one of the guys in the neighborhood being killed by the police, due to drugs.

I also got to see a bust, and kids taken away, for selling drugs. They weren’t “pushing” it on anyone. I walked by numerous times, and was never offered anything, but it was obvious they were selling. People drove to this location to purchase drugs. These weren’t big kingpins. They were teenagers who wanted to earn money.
