It’s not just the immigration system, it’s ALL government systems (VA, DMV, IRS, the legislative branch, you name it). If you have no incentive to process paperwork in a timely manner, you will go as slow as you can. And they do. It appears that you as a government worker can get a BONUS for doing a crappy job. The world is upside down.
