Because those guys are not actually 6'3'’. Jrue, Rubio and Rose are the only guys you listed who are a legit 6'3'’ and also those guys are partly successful because they are big PG’s. There are more guys shorter than 6'2'’ than at or taller than 6'4'’ hence why 6'4'’ is considered big (plus he might grow an inch or a half).
