I agree that the lack of uniformity is a problem, and think that small agencies should be merged in a number of instances — it is simply inefficient to have so many one and two officer departments. But I don’t think a single entity makes sense either. I actually think that part of the problem with agencies like Chicago, Los Angeles, and NY is that they are too big. You can get uniformity through accreditation or data collection requirements without creating a single policing entity.
