If you want SVG frameworks, google “SVG Frameworks”. Don’t look at a list from 2010. Snap.svg is a good starting point for a bare bones SVG library. But you are right, there is a fear of SVG throughout the industry. Developers would rather hide behind libraries like D3 and Snap than get their hands dirty with viewBox, gradients, filter effects, and all the fun stuff inside SVG.
