If a model truly structures in space for creative discontinuity then it more or less will do the exact opposite of only planning; rather it will actually be doing the experimenting, innovating, and studying in real time. Which, of course, traditional models of evaluation do not do.

Also note, I’m not saying don’t do the other stuff at all, merely do that less (or maybe even a lot less!) and truly do the discontinuity stuff as well.
