I don’t know that I disagree with this statement per se, but I feel like this line of thinking still puts the two “extremes” on the shame spectrum. Moreover, I don’t know that anybody really has a good definition of either of these terms. Most of the time I’ve heard them employed to mean “anyone more conservative or more liberal than I am.” Absolutely, SIN is a refusal to follow the shepherd, but I don’t think we can automatically place “[im]modesty” in the realm of sin. Anymore than we can say that someone who dresses plainly or “conservatively” is by extension a “legalist.” To me, these terms just aren’t helpful in this discussion of modesty, and IMO were basically invented by the same folks who invented the spectrum in the first place, circa 1920.
