Mobile Safari does support HTML5 AppCache. Granted, it is not as powerful as service workers, but it lets you do offline web apps that can be opened up without a network connection. I know because I built one and it ran just fine. AppCache is a fickle beast to develop for, but it can be tamed.

Apple should indeed do service workers, because they’re convenient, but in the meantime you have AppCache, and most offline app scenario’s can be done using that.

The bigger roadblock are the storage limitations. There was no way to store more than 50 MB of data offline, and even that was a stretch. For most offline app experiences that’s not enough (and a far cry from how much you can store if you’re a native app).
