I’m afraid the Messenger app uses the 16khz-mono protocol, this is so that it is compatible with the WebAssembly version at messenger.chirp.io. We have limited the WebAssembly SDK to only use this protocol for now as Android devices seem to cut off all frequencies above 8kHz in the web.

The chrome extension uses the standard protocol to send data, so this is why this is not working for you. If you try out messenger.chirp.io you should be able to receive messages.
