I wonder about the use of average population density as the measure for viability of light rail. It seems to me that its validity will depend a lot on how the population is clustered within that area.

Policy should also factor in the degree to which providing the transport infrastructure will generate the population and commercial development around the light-rail stops/stations. Transport infrastructure can be a powerful policy tool rather than simply a response to anarchic growth.
