I highly recommend the book “The Gift Of Fear” by Gavin De Becker. Without realizing it many people train their stalkers. For example, by the time Ms Jacobson tried the “ignore” strategy she had already trained him to realize that he merely had to escalate to get a response.

This is not a criticism, few people get training on how to recognize or deal with crazy people and it’s not intuitive.

Mr De Becker explains these kind of people and how to deal with them.
