This is the challenge.
Everyone has different knowledge and experiences. Therefore, everyone will be evaluating design using slightly different criteria.
Some may care most about how a product works. Some may care most about how a product looks and makes them feel. Others may evaluate a product based on both criteria or completely different criteria.
Sure we can come up with a scholarly definition of what good design is, like the ten principles of design Dieter Rams put out, but people are still going to evaluate design any way they want to or know how to do.
