I think it is possible Darindra. Hard, but possible. Instrumenting your product and gathering data certainly helps. For example, if it turns out that new features are used by a very small % of customers that might help your case. Also, I think it start with small experiments in how you work. Maybe you set a target for the feature, and compare the outcome … start small with an area of the product.
