Planning in progress would be planning efforts that are ongoing … but aren’t necessarily being turned into decisions/actions. For example, a backlog with 300 items in with — with the team actively decomposing those items, but only 5 items being worked in — would be planning inventory. There is a subtle distinction between “in process” and “in progress” … planning sitting in the planning phase without active work might be considered “in process” (at least based on my understanding of the difference).
