Without singling any tools out, I would say that that a lot of ticketing / project management solutions make it difficult see the forest through the trees. They are primarily about execution and not about validation. For example, what would it take for me to be able to specify an outcome on a Jira ticket, link it to my BI system, and then have that story passed to “Done” only when it actually achieved the desired outcome. Actually … that would probably be possible, but only with a ton of customization.
Yes, you can create themes, and epics, and stories, etc. — and fancy gantt like portfolio views for the “business” — but it still puts a focus on calendar based execution over continuous delivery of value.
