You really don’t want to go there. That would require a legal change or a court decision that says you can’t cite a paper without permission from the paper’s author. That would instantly destroy scholarly publication (how would you get permission to cite someone when you are disagreeing with them?). It would also destroy the Web, since linking is a form of citation. The copyleft hack works because programs incorporate the text of other programs; they don’t just refer to them.
