I believe T-Mobile had every right to do this, mostly because the terms and conditions. People have to read them. It clearly says that you can’t use more than 50% of your usage abroad for any 3 months within a 12 month period.

If anything, you could have ported your number to Google Voice, pay nothing to keep the line active, and just use a Local SIM card when traveling. Plus, you’d get faster data and minutes to call people when in the area and you’d wouldn’t have to pay T-Mo to keep the line there.

I have to side with T-Mobile. They were not at fault for anything.
