39,104,550 (37%) Bush

1996 popular vote:

47,400,125 (49%) Clinton

39,198,755 (40%) Dole


the only times a candidate has won the election and lost the popular votes are 1824, 1876, 1888, 2000 and 2016. so the only times in the modern era that this has happened was 2000 and 2016, when the republican nominee won the election despite more americans voting for the democratic nominee — so yes, the electoral college is skewed towards rural voters.
