So good. This is exactly how I’ve been thinking about this and I think you articulated this process super clearly. The one thing I’d add is that at the page level is where you have freedom to do custom things and bend the rules a bit. If you’ve defined everything else, your developers shouldn’t have much of a problem with consistent implementation and your designs don’t feel stale.
