Well, literally speaking you’re right. The term “serverless” generally refers to a developer perspective, and the notion of abstracting out the fact that code always runs on a runtime running on a server running atop a stack of hardware. I’m not sure it’s the best name there could be, but it’s certainly one that I can live with.
If you look at cloud from a hardware vendor perspective then yes, it’s most definitely not serverless — general purpose server hardware is used in mass quantities, and even in lieu of devices that have traditionally been specifically built for a single role (say, switches).
