The free version lets you use mocks and the Postman API. There are rate limits for each plan. So if you’re making a bunch of monthly calls to the mock servers or API, depending on your usage, you might have to upgrade to a paid Postman plan.
And the Postman mock service is currently only available on Postman cloud.

You can already import OAS into Postman on an ad hoc basis or via custom conversion outside of Postman. The Postman roadmap has OpenAPI support coming in the mid-term, targeted for release in the next quarter, which should more easily accommodate OAS v3.
