Re: changing policy versus changing norms, the debate is a bit “If all you have is a hammer….” The Civil Rights Act of 1866 didn’t end racism in the US. No one should discount the work of people trying to change norms just because they lack a policy proposal. As you note, in most cases, the problem exists not for lack of policies.
