How about a 1% for open source campaign? Companies who are profitable and use open source software start doing their part to help support it. They figure out the top 10 or 20 projects that help them succeed, then form a small committee of developers to divvy up a yearly sum. Or if money isn’t an option, the companies can at least encourage their developers to contribute a portion of their work week to improving and maintaining the projects they use. Donations could even be anonymized so no contributor tries to gain undue influence over the projects.
