Unfortunately choosing tooling and frameworks should not really be included in development time just because you have more choice than Android studio. You could have also spent time considering eclipse, and the various other tools to build Android apps. So that shows a bit of bias.

Secondly, you now have an app that can run on iOS out the box, so add the dev time for an iOS app, choosing between obj-c and swift to the Android dev time.

Thirdly, I manage a team of JavaScript ninjas, who have repeatedly outperformed comparable native app project timelines. I guess it’s just a matter of a developer with a comfortable little native sdk box vs a developer who has the experience to manage choice.
