I originally thought that it might be a sign of their other habitats foundering — and I do still think that the presence of whales in such a ship-busy harbor will be fraught due to ship strikes — but all the scientists I talked to saw this as more of a likely extension back to old territory rather than a sign that they were getting pushed out of other places. WHOI’s research project will give us more definitive answers, but since it’s just getting started, I think it’ll probably be a few years at least until we have a more complete understanding of the circumstances.
