I don’t disagree on this. I am only opposed to restricting publishers from becoming ISPs as a blanket ban and that decision being taken by people who are not potential customers or stakeholders.

India telco is a fairly competitive market. 4 providers having 80% of the market does not indicate a monopoly. There is limited indication of collusion there and the reason is the fierce competition for customer acquisition and retention. In any case, monopolies would come under anti-trust laws.
