This is a problem that’s really hard to address well using static big stick solutions (one of many we struggle with). So much has to do with group culture issues as well as ingrained behavior patterns. I think the broader initiative of getting people to treat each other with kindness and respect PERIOD (regardless of particulars) will be the most import in the long run, but I don’t expect us to overcome this class of issue except over generational time scales.
