You could look at it as "dated", or as "ahead of it's time". For the movie version of the Tom Clancy novel "The Sum Of All Fears", they changed the bad guys from islamic terrorists to néo-nazis because they thought that Islamic terrorism was "too far-fetched" and audiences wouldn't believe it. The movie was shot just BEFORE 9/11 and releases just AFTER it...

And as for "two-dimensional", how many Hollywood bad guys can you actually name that have well fleshed-out characters and back-stories, and motivations that you can at least comprehend (if not agree with)?
