Please stop attributing that quote (as such) to J.R.R. Tollkien; while it uses his words, he never said it in that fashion. It comes from the film adaptation and IMHO is one of that adaptations clumsiest attempts to put JRRT’s actual words into characters’ mouths.

In the original, it is a description first of Frodo’s dream in the house of Tom Bombadil and later of his experience sailing to the West.
