This is what republican legislatures and governors do . In Michigan the voters agreed on two separate referendums that overturned laws set in place by the republican governor and legislature . The republicans then made minor changes to these laws and passed them again but added state budgetary concerns to the laws that put them out of the reach of any new referendums to overturn them . The concerns of the voters mean nothing to a republican .
