It is happening and it will happen faster than we think. We can have substitutability of services without as you say

“open and well understood standards and practices at their base have made substitutability possible”

If we abstract to another level then we can remove the need to come to an agreement on standards and practice. To give an example. People think we need to call things by the same name. Well no. I find it convenient to use the same name each time I refer to something but it does not matter what someone else calls the thing. All that matters is that the thing being named knows who is using what name. When we realise this then things like directories and thesauri become redundant. The functionality they provide does not go away but it can be provided in simpler lower cost ways that are incrementally substitutable.
