Police see themselves as the enforcers of social value, while the upper classes see them as ignorant brutes. Upper classes are willing to tolerate police corruption, seeing it as a small price to pay for having them do their brutal work. Police are guaranteed a steady living. Unlike other workers, they are not threatened by layoffs or pay cuts. In fact they are in a union and when something bad happens they are put administrative leave. This means they still get paid while the department does an investigation. These conditions allow them to see themselves separate and apart from the community of workers and even allow them to see striking workers as their enemy. During my lifetime I've seen people of color being harassed and set up by cops. To have a cam on police as part of there uniform will only put a band aid over a deep gash in my opinion. In other words cops have to be retrained and no the demographics of the are there patrolling to understand the people that live there.
