Of course who the president is does not matter. Congress writes the bills, not the president.

I think the main reason why the Republican plan failed is because too many Republican voters in Republican districts told their Republican representatives in Congress that the bill was worse than Obamacare. They did not like the fact that the professional and wealthy classes would get huge tax deductions at the expense of everyone else, including the elimination of millions of poor and working class people from ACA.
