Maybe you weren’t familiar with the underlying statement/video that Bill Gates made on Quartz, but his whole argument was that the robot tax should be implemented to help fund some of the social programs (e.g. elderly care and education) that would be allegedly damaged by the lost tax revenues of losing human workers. My second-to-last paragraph, where I argue these programs should be paid by increased rates on the income taxes we already have, therefore, is actually entirely germane to the discussion.
