The real question is why does Newtonian gravity produce closed orbits. In fact, Bertrand’s theorem says only 1/r^2 and harmonic springs produce closed orbits for all starting conditions which result in bound orbits. For any other choice, if you perturb a circular orbit, the oscillations around circular will not close due to higher order terms disturbing the oscillation. Proving it is lots of algebra.
