In the IT world, one of the principal pay wall SDO institutions is ISO. Since those members-only standards include computer security, it could be argued that by limiting public access, it restricts access to knowledge that impacts public safety. That said, the SDOs incur substantial costs which must be defrayed somehow.

A side effect of the paywalls is to raise the prominence of free resources, such as the US Department of Commerce NIST standards.
