Sir, you are oversimplifying something without putting any meat on the bone.

To suggest ‘actions of the audience’ should be the starting point is wrongheaded in my view. I like the ‘begin with the end in mind’ thinking, but surely a writer should have something to say, a point to make, a path to lead the reader on. YES, having a strong call to action near the end of the story, but that doesn’t mean good writing MUST begin with that figured out — unless you are shamelessly pandering to the audience.
