One big reason for the continuing spy campaign is not that North Korea wants to be aggressive but that North Korea doesn’t trust Koreans living outside to deliver the accurate information to them. For example, it will be far easier for a South Korean living in Japan with the secret allegiance to North Korea to enter South Korea legally, contact agents and get out again. Any collected information can be sent to North Korea via China or Russia. But as North Korea is well aware that its reward is tiny compared to what US can offer, the longer the person is outside of North Korea, North Korea trusts that person less.
