Bulgaria Got a Law Requiring Open Source

>Existing solutions are purchased on licensing terms and they remain unaffected (although we strongly encourage the use of open source solutions for that as well).
>A new government agency is tasked with enforcing the law and with setting up the public repository (which will likely be mirrored to GitHub).

GitHub’s source code is closed-source and they basically have a monopoly on the industry. Why use a proprietary technology to host code instead of using existing open source alternatives like GitLabs or perhaps creating a new git repository website?
