You make a valid overall point but you back it up with suspect claims and rhetoric. Fiber is great but also hard to work with compared to copper (so there ‘can’ be a maintenance issue). Modernization needs to be an effort, but don’t forget reliability. Also, who’s to pay for it? Any forced upgrade will be passed to the customer as a fee (corporate upgrade) or tax (government upgrade). Treat cable as a utility and you can get around some of that.
