So two things:

  1. The OOQ is an underestimate relative to AVERAGE demand, meaning that it may not always be an underestimate
  2. The number reflected in the OOQ is not meant to be an absolute exact figure that the service should use, but a more accurate benchmark. Right now, they’re not short by just 1–2 boxes, they’re often short by 15–20 boxes.
