Maybe corrupt is assuming that the system was intentionally set up to benefit certain parties. I kind of disagree — it’s a legacy system (publishers get paid for subscriptions, as they always have), just one that has become outmoded, and, in turn, serves to highlight the unjust nature of privatizing the public domain.
