Yeah, this is such a hard thing. They were charging for those court papers, and taking something without paying for it is stealing. But the film also points out that these were federal court documents— public record. You could access them for free by visiting one of the only 17 libraries providing free PACER access around the country. What if you were a legal scholar (or, worse, a prisoner researching his own case) and you didn’t have access to one of those 17 libraries?
