The issue you mention (asset forfeiture/fines)is something that has a bigger impact on a community than most other issues combined. It sets the tenor of police/community relations. There is a line when crossed that makes the citizens fear rather than respect law enforcement.

I noticed Washington state’s distracted driver ticket is $850.00. Even though texting and driving is very dangerous. The fine isn’t designed to reduce it, it’s designed to be a big money maker for the city/state. A fine should be a nuisance not a revenue source.
